Wetsuits are made of waterproof, closed-cell, foam-rubber (neoprene) which insulates even when wet. Wetsuits are made out of several pieces of neoprene stitched together to cover the desired body parts. Wetsuits come as shorties (the wetsuit has short legs and arms), full suits and some even have detachable arms and legs. Wetsuits don't keep you dry, but they can keep you warm. The two main things that determine how warm you will be are the thickness of the neoprene and the snugness of the wetsuit.
The looser a wetsuit fits, the more water will flow in and out of it, and the colder you will be. If wetsuits fit skin tight, however, most of the water that leaks in will stay there, and eventually your body will warm that water up to skin temperature.
